The license is the small number. The larger numbers are how calls reach the phone network: Microsoft's own calling plans price per user and fit smaller, simpler footprints; Operator Connect and Direct Routing bring a carrier of your choice into Teams, and at real seat counts the carrier's per user rate frequently beats Microsoft's list. That decision, not the license tier, is where a Teams Phone deal is won or lost.

What moves the price

  • What you already license. E5 shops own Phone Standard already and should audit before buying anything. E3 shops price the add on against the E5 step up, since the security features in E5 often justify the gap on their own.
  • The calling route. Microsoft calling plans, Operator Connect, or Direct Routing produce genuinely different per user totals at scale. Carriers compete hard for Operator Connect seats, and that competition is leverage.
  • International calling. Pooled domestic minutes cover most patterns; international calling plans and per minute rates deserve modeling for any company whose calling map crosses borders.
  • Enablement. Porting numbers, building auto attendants and call queues, and training users is a real project, done by a partner or in house. It is a one time cost that belongs in the comparison against turnkey providers.

Contract factors to watch

  • The Microsoft agreement, not the phone quote. Teams Phone pricing lives inside your enterprise agreement or CSP arrangement. Renewal timing on the whole agreement is when the phone economics move, not before.
  • Operator Connect terms. The carrier relationship carries its own term, rates, and support obligations, separate from Microsoft. Benchmark it like any carrier contract, because it is one.
  • Device budgets. Teams certified handsets and room systems are a genuine budget line that standalone UCaaS quotes often bundle. Price the rooms explicitly.
  • Support ownership. When voice breaks, the answer to who owns the fix, Microsoft, the carrier, or the partner, should be written down before the first outage, not during it.
